splash screen does not always paint, and does not repaint

The splash screen does not always paint, and sometimes shows only a blank box. This tends to be machine-specific. It also never repaints if any part of it ever is masked then unmasked.

Both of these leave the user with a somewhat uncertain image of the quality of the software.
