Do the following to reproduce the problem:

Bring up Report Convert dialog box
Enter a report file name
Enter two xml report files
Click on Next button
Click on Create button - a message will be display indicating there are no reports selected
Click on Ok button
The XML input files dialog box is displayed instead of Report Options. User should enter all the information again. It will be nice if the same dialog box is displayed and user will only select the report option.
