When there is no configuration or template files loaded, the edit template under configure menu shows the Configuration Editor instead of Template Editor.

To reporduce the problem do the following:

Bring up JavaTest JT 411
Start a new run from quick start wizard
Enter a testsuite - jt4test_ts
Create a configuration
Enter a workdirectory
Uncheck Start configuration editor box
Click on Finish button
Bring up Edit Template under Configure - configuration editor will be displayed

This is confusing.
