Javatest 4.2_b13

1. Run Harness. Open a Test Suite that requires template.
2. Configure->New Template
3. Alert: "you must have a wd -- create or open". Answer "Create".
4. Create wd - it does not ask for a template and creates new working directory.
5. Template Editor appears automatically.
6. Dismiss Template Editor (X box), do not save changes.
At this moment you have a TestSuite that requires template and WD on this testsuite that does NOT have a template. This is still OK, until you're forced to create a template to start working with WD. However, Configure/Create Configuration and / Load Configuration items are already enabled:

7. create configuration: Configure -> New Configuration
8. Status bar now shows: Work Directory: <wd6> Configuration: <config> Template: None
9. try to run test - its allowed

This is a bug. User must not have possibility to create configuration and/or run test until template is not assigned.
