Blocks "How to run the tests" and "Where to put the results" are generated by checkboxes "html options"->"Test enviroment" and "html options"->"configuration" while creating html report, but urls to these blocks are generated only in the case if "html options"->"standart values" checkbox is also checked.
So if "Test enviroment" and "configuration" are checked without "standart values", blocks "How to run the tests" and "Where to put the results" are generated but there isn't urls for them in navigation block.
