Steps to reproduce:
- start the Harness. Open WD.
- open "Create Report" dialog
- check some report type except of HTML Report (e.g. Plain Text)
- create a report
- restart Harness
- open WD again (if it wasn't restored)
- open "Create Report" dialog again
  There is Plain Text report type checked and selection line is on HTML Report. It's Ok.
- uncheck "Configuration" checkbox
- try to check them again - its impossible also for all options for HTML Report
- check HTML Report checkbox - maybe it will help us??
No, it wont help, all the options stays disabled. Only restarting of the Harness helps.
