Services can be started from a "Service Viewer" panel and their statuses are displayed there. If some service can not start, nothing changes on the panel after pressing "Start" button. It looks confusing.
For example, JCK service starting active agent can not run if a port is not open on "Agent Monitor" panel. Pressing "Start" button on the "Service Viewer" panel for the service has no effect in that case.
