REGRESSION: Prior Status setting has no effect on test tree update

      After fix of 6788128 (jt 4.2.1 b10) choosing Prior Status in Current Configuration filter stopped functioning. To reproduce the bug:

      - Start JT
      - Open TS and any config
      - Click "Edit standard configuration values"
      - Select "Prior Status" tab
      - Check "Select tests that match"
      - Check any boxes below
      - Click Done
      - Select "Current Configuration" view filter

      The set of availble tests hasn't changed...
