When some test is marked as Not Run in xml result, it is not clear was it skipped due to some misconfiguration, or test is present in Exclude List. Such information is important, for example, when result is analyzed as a summary of contractor's work.
While adding entire exclude list to xml file looks to be the simpliest soultion, it will not work with customized exclude lists.
