Support file:// URLs for links from More Info

      Linking from More Info to help was implemented in 6939094 but it only supports http:// URLs. file:// URLs are more convenient for help packaged with a product such as JDTS. Without them, JDTS must host the linked More Info help pages on a web server, which probably complicates the installer.
