The standard help text for the "Which Exclude List" question says:

Latest
If your test suite *enables* this option and you choose to use it, the JavaTest Harness harness downloads the latest exclude list from a web site specified by your test suite. The JavaTest Harness harness periodically checks the web site for the latest exclude list.

But if a test suite does not support this option, the "Latest" radiobutton is not shown. And the help text gives an idea that it is supposed to be visible but disabled. What about changing "enables" to "displays"?
