+++ agent vm dirs

Change jtreg so that "no mode" on command line means "auto mode", not "othervm". "auto mode" means agentvm, unless dir is blacklisted by a properties file in the dir.

Impl requires generalizing the per-dir keyword mechanism to provide per-dir properties.
