Time Factor in interview changes its value in Russian Locale

JavaTest changes value of Time Factor in interview if Locale is set to Russia. Windows version is English.
How to reproduce:
1. Start JavaTest. Open testsuite (for example, JCK-runtime) and fill all questions with valid values.
2. Set Time Factor to float value with dot delimiter (for example, 0.22)
3. Click on Next button
4. Click Back button. Value of Time Factor will be changed to 0,22.
5. Click on Next button.
6. Click on Back button. Value of Time Factor will be changed to 22.
The same issue appears if user inputs value 0,5 from the beginning. It appears it becomes 5.
