JTReg should allow higher concurency values

    Description

      -conc parameter does not allow 64 right now. On a 64 virtual processors solaris (/usr/sbin/psrinfo -pv), I tried to use value 64, which I was not allowed to:
      Error: Bad parameters specified: The following configuration question requires a valid answer:
      -- "Concurrency"
      -- "The JT Harness harness can run tests concurrently. Specify the maximum number of tests that should be run concurrently:"
      The system tag for the question is "regtest.concurrency.concurrency".
      Your response is currently set to "64".
      Please update your configuration and try again.
