jtreg should support putting classes on the bootclasspath.

Initial proposal
    @run main/bootclasspath opts class

/bootclasspath implies /othervm
${TESTCLASSPATH} will be appended to bootclasspath, not classpath

For TestNG tests, propose supporting bootclasspath.dirs in TEST.properties
