After running langtools tests with jtreg on Windows, the scratch directory ends up with accumulated detritus of lots of tests, instead of just the contents of (at most) the last test executed.

Since the scratch directory is not being emptied correctly (as is required by the spec) some tests may fail because of pre-existing files which should not be in the scratch directory.
