Menu item <Active Windows Name> isn't displayed under Help menu in Report Converter Tool window

Online Help says that under "Help" menu item there is item "Active Windows Name" help that is only available in an open tool window.. Such menu item there is for the Agent Monitor window, but there is no for the Report Converter Tool window and Test manager window. According online help such menu item should be displayed for these windows
