Jcov Browser GUI sometimes creates empty error windows, which
is confusing for the user. To reproduce, open Jcov Browser GUI without
loading any coverage file into it, then try to load some test list file
using 'File' -> 'Load test list file' menu item - the empty error window
will appear.

Current JCov-Browser-009 SQE/QA interactive test
fails since this failure.
