If a jcov data file containing a test scale is processed by the merger
with -compress switch specified (compress test scales), and then
the resulting data file with compressed scale is processed again by the
merger without -compress switch (decompress test scales if any),
then the test scale in the latest data file will differ from the initial test scale.
