Usage of @modules in shell tests

      Here are for example 4 shell tests from jdk:

      closed/java/awt/Toolkit/AutoShutdown/InternalPostEventTest/InternalPostEventTest.sh
      closed/java/awt/Toolkit/AutoShutdown/MultipleAppContextTest/MultipleAppContextTest.sh
      closed/java/awt/Toolkit/PluggableEventQueue/PluggableEventQueue.sh
      javax/imageio/stream/StreamCloserLeak/run_test.sh

      They fail on jake with "sun.awt is not exported to the unnamed module" even though there are the proper @modules instructions in the test annotation header.
      jtr file for the last test attached.
