jtreg throws SocketTimeoutException

      There are issues with minimal tests execution (m1) when JPRT is used.
      ACTION: build -- Error. Cannot get VM for test: java.net.SocketTimeoutException: Accept timed out
      ACTION: compile -- Error. Cannot get VM for test: java.net.SocketTimeoutException: Accept timed out

      I think this issue is related to CODETOOLS-7901344 so I link it.
