webrev has navigation links for some of the diff types, but it doesn't have them for the standalone "New" and "Old" file lists.

For project work that is adding a large number of new files, it would be nice when reviewing new files to be able to navigate backwards and forwards.

A patch is attached which adds navigation links to the top and bottom of each Old and New file, which seems to work (but isn't well tested).
