jtreg should use JDK 7 as a baseline for executing jtreg itself

    Description

      While jtreg should continue to support executing tests on older versions of the platform, it would be better if jtreg itself could rely on JDK 7 or JDK 8 being available.

      Main aspect of this is updating the jtreg tests in the jtreg repo accordingly.
