jtreg needs to use --add-modules for non-default modules

      jtreg allows a test to declare its module dependencies with @modules.

      If any of those modules are not avaibale by default (e.g. in the set of java.se.ee modules not in jthe set of java.se modules), the then jtreg should run the test with --add-modules.
