SigTest should be adapted to the chaged JigSaw

Jigsaw API was changed, for now I implemented the following:
1) "Sealed" part of ModuleDescription was removed
2) "Reqires public" removed and everywhere changed to "Reqires static"
3) "Reqires transitive" added
Please discuss or just confirm this
