jtreg does not wait for timeouthandler to complete

      When a test running in an agent times out, jtreg kicks off the timeout handler to gather information about the process. The timeout handler can run for considerable time in some cases. jtreg will not wait for the handler to complete, instead it will wake up and kill the agent as soon as the socket read timeout to the agent expires (60s).
