in some cases, test description becomes hard to understand and require comments. currently, jtreg does not have any no-op tags. some people use @summary tag to provide a comment, but it's rather a workaround and since according to tag-spec 'summary' tag can be specified only once, it has very limited usages. hence I suggested introducing a new tag -- comment, which will be a no-op.
