jcstress should cap the stride sizes by time spent in sanity tests

      Current jcstress autobalances strides to fit the footprint for the tests. For slow-running JVM modes (e.g. lots of GC verification), even the moderately-sized test can run for too long. We need to also check for elapsed time when choosing the stride size.
