There are multiple issues on Windows in the code to relativize links from files in the report directory to files in the work directory.

Partly, these stem from a recent change in JT Harness in the way that files are converted to URLs, and partly these stem from day-one broken code in jtreg RegressionReporter, particularly for multi-run reports.
