jtreg: Provide ability to set the maxOutputSize for a test

      Right now, the max output size for a section in a .jtr file is determined by a system property javatest.maxOutputSize. It is cached up front, and cannot be changed.

      It would be nice to be able to override this on a per-test-directory basis, for example, by setting a value in TEST.properties.
