jtreg should make it easy to determine when all otherwise-selected tests have been problem-listed

      To facilitate downstream reporting, jtreg should make it easy to differentiate between the following two cases:

      1. a badly configured test run that does not select any tests to be run

      2. a test run for which a non-empty set of tests would have been run, except for the fact that all the otherwise-selected tests have been problemlisted.
