jtreg treats jtreg.SkippedException as failure when fired from a TestNG test

      Not too much a problem if you are throwing the exception yourself - but we have library methods that do sanity checks and throw SkippedException if the machine configuration doesn’t meet the expectations. And it would be nice to be able to use them indifferently in jtreg/testng - without having to pass an additional boolean to tell which exception should be thrown.
