Excluded test runs if test has more than one @test tag

test/jdk/java/lang/StackWalker/LocalsAndOperands.java has two test descriptions. If we exclude it by adding the following to the ProblemList.txt, it still runs:

java/lang/StackWalker/LocalsAndOperands.java 0000000 generic-all

The exclude works if one of the `@Test` tags is commented out.
