jcstress should support -XX:+StressIGVN

      JDK-8252219 adds -XX:+StressIGVN. The prior randomization work (StressLCM and StressGCM) was useful to shake out concurrency bugs, and jcstress has a special configuration for them.

      It would make sense to add -XX:+StressIGVN to jcstress configs once available.
