Please make jtreg build date reproducible

      The Jtreg build date manifest attribute is set to the current date in make/Rules.gmk.
      This makes it impossible to produce identical binaries on a different build date.

      Reproducible builds recommend setting the build date to SOURCE_DATE_EPOCH[1] if it is defined.
