jtreg has some tests for the rerun feature that involve golden files for "expected output". The comparison script takes certain dynamic values into account, but on recent OS, the env variable LC_CTYPE may or may not be set, depending on the execution environment. Since the variable is not critical to the rerun command, we should filter the value out of the comparison.
