A jtreg run generates a report, including the "Tests that were not run" ; there can be various reasons why a test was not run (some requirements not fulfilled, keys, presence in exclusion list etc.).
Would be great to add a short string describing the reason of not running the test in the (html) log .
(not sure if this is an issue for jtreg or jt harness)
