Jextract binary should live in a bin folder

      Following the changes in CODETOOLS-7903720, the jextract JDK image was put in a new folder of the jextract application, called "runtime". But, the "bin" folder, used to host launcher scripts, was also removed as part of that change. This seems to lead to usability issues when using SDKMAN:
