Intellij IDEA has updated their gradle plugin for IDEA plugins, enforced for all newer IDEA versions. And the ant plugin is no longer bundled, causing build failures in the current jtreg idea plugin.
This upgrade also enables building with JDK 22. Language level is still 17 as that's what IDEA runs on.
Update Gradle version to 8.8.
Update IntelliJ IDEA version to at least 2024.1.2.
