A JSON configuration will be beneficial to jextract.

It would allow for more granularity when describing bindings, IDE intergration as well as checking in the config files in source repos.

A JSON parser was already checked into the jextract repo in CODETOOLS-7903788, we can use it to provide a json config feature.
