We recently had a test issue where a test ran unexpectedly in tier3 because it contained two @key lines and the second line "won". It is specified that:
> The @key tag may be used at most once in a given test.
but jtreg gives no warning or error if you make this mistake.
More generally some tags have placement restrictions and we should ensure incorrect placement triggers a suitable warning/error as well.
