Graphics.getClipRect returns wrong values on Windows

Graphics.getClipRect() is supposted to return a Rectangle object which
contains the x,y,w,h of the clip rectangle, but it returns a Rectangle
object where w & h actually contain the coordinates of the lower right
point of the clip rectangle.
