      Win 32 only: jdb exits on startup with the following error message

      Exception in thread "main" java.lang.UnknownError: CreateProcess
      at java.lang.Win32Process.<init>(Win32Process.java:45)
      at java.lang.Runtime.exec(Runtime.java:90)
      at sun.tools.ttydebug.TTY.main(TTY.java:1381)

      Steps to reproduce:
      run jdb
