Win32 only: datagrams do not work, cannot receive any datagrams.

Steps to reproduce
Compile and run /usr/green2/sqe/conformance/Demos/DatagramTest/DatagramServer.java
      on a Solaris computer.
Compile and run /usr/green2/sqe/conformance/Demos/DatagramTest/DatagramClient.java
      on a Win32 computer
In Datagram Client program, Select the correct server name for DatagramServer program
Press <Send Message>
