The compiler sometimes fails to recognize that a class file needs to be recompiled because its dependencies have changed. This is a repeat of bug id 1191126. See that bug for examples and deatils.

This bug has not been fixed. The -depend flag mentioned in the original Evaluation works but is not documented.
