The FocusManager mechanism on Window ignores whether or not
a container is enabled, in focusForward and focusBackward. As a result,
focusNext and focusPrevious may erroneously find a component in the
container, even though the whole container is disabled. The next effect
is that TAB stops stepping forward when the next item is a disabled container
with an enabled component.
