minimumSize on window objects doesn't prevent user from resizing smaller

When hotjava gets resized smaller and smaller the clock starts clipping the navigation
icons. This is the wrong clipping order. Navigation icons should NEVER be clipped by
something like the clock. The icons should clip the clock.

The reason is because the icons are heavily used by users to operate the browser and
the clock is not.
