Win32: the origin of a frame is incorrectly set

I just noticed that the origin (0,0) of a frame is wrong on
the PC. It is supposed to be right underneath the outside topleft
corner of the window (which it is correctly on Solaris). However,
on the PC the (0,0) position is at the topleft corner of the
visible area.
