Win32: getClipRect returns clipping rectangle in absolute coordinates.

      There is a problem with getClipRect() on the PC. It returns the
      clipping rectangle in absolute coordinates rather than the
      coordinates relative to the translation of the graphics context
      (that is what it is on Solaris).
