Filedialog can't be displayed in Japanses in Solaris

      Filedialog can't be displayed in Japanese in Solaris,
      when locale is "JA".
      Filedialog componet is implemented with platform dialog
      toolkit. It isn't written by Java language. So it has to
      be displayed in Japanese, if C codes are implemented with
      platform internationalized api.
